Hearing Aid Tax Credit Has Over 100 Co-Sponsors

Another bill in Congress, HR 1646, was introduced in March 2009 and now has over 100 cosponsors. This bill is the Hearing Aid Tax Credit, which would "allow a credit against income tax for the purchase of hearing aids." (More information is at the Better Hearing Institute).

Why is Caption Action 2 mentioning this? We are mentioning it because it stands to reason that Congressional representatives who support HR 1646, another bill of importance to the deaf and hard of hearing, should also be more likely to support HR 3101! So here are the names of the representatives who are co-sponsoring HR 1646. If you see an asterisk next to their name, it means that they are members of the House Committee on Energy and Commerce, the Committee that has HR 3101.

  1. All of this is great and one of the reasons I applaude you is because you are speaking for something that will be more benficial for someone other than yourself. I am Deaf also but late deafened. There are differences but the common goal is the same: we want the most effective Communication for all.
I am keeping it short because people do not like to read and we want to move on and build on our accomplishments.
In summary, closed captioning should be available for all programs on all appropriate media. We will still have to work on something else for those who are Deaf/Hard of Hearing and can not read.

There is an expense associated for all of this and the Originations, Agencies ( The League, SHHH, etc.) who have dollars dedicated to this cause, must work together to make this happen. This is something basic that should already be "happening." The technology is there. Futhermore, it has already been mandated in the ADA. It is just not beeing done, and the bill has to be claried more if all of America does not understand it. Again we have to biuld on accomplishments and there is NO reason why this should not already be happening.
I see closed captioning on TV and I have seen it on the internet. We must look for ways to include all citizens of the United States of America when it comes to communication

  2. The Americans with Disabilities Act never covered the Internet or TV. It was the Television Decoder Circuitry Act, also passed in 1990, that covered TVs. The TDCA only covered TVs 13 inches and bigger. Then the Telecommunications Act of 1996 came along and strengthened the provisions, but still did not include the Internet. It required captioning on TV.

As of now, it will be HR3101 that will make provisions for adding on captions for portable devices and the Internet.
